Before this law, the 1987 decision of the Supreme Court of California against the Cabazon Band of Mission Indians, in fact means that the states have no regulatory authority in regard to Indian reservation casinos.
The Indian Gaming Regulatory Act of 1988 allowed the states and Indian tribes to be able to regulate tribal Class III gaming, including games like blackjack, slots, keno and other casino related games.
During the 1990s, there were many tribes of Arizona, who have installed slot machines in their casinos, although none of them had Tribal-State compact with the state game. At that time, the Arizona Governor Symington believes that Native American reservations should not be allowed to have casinos, because at that time, Arizona does not allow gambling, which was considered outside the reservation.
The tribes of Arizona had argued that already permit gambling, allowing gambling acts as the horse and dog racing, bingo games in the charity, and state lotteries that were available immediately.
The National Indian Gaming enacted legislation to clarify these standards in 1992, which says that a tribe must have a gaming compact with a state before being allowed to operate slot machines within its territory.
