Arizona State University or University Arizona? Which one is best for civil engineering?

I’m Mexican and I want to study in Arizona. I want civil engineering and the university is best and why? Given prices and the fact that I’m Mexican.

    From what I can tell neither seemed to be highly ranked in the Engineering program. At least not high enough that one would out weigh the other. The cost of living is much better at the University of Arizona in Tucson over ASU in Phoenix. Both schools tuitons are almost identical for instate or out of state.
